Why can't we attack other Tudors?
we haven't any treaty with them. Do we?

I've never said not to attack other Tudors... we have an 'alliance' with Promised Land and TempleKnights and they should not be targeted.

Other than that, feel free to target pretty much whomever you want but the 'nice' thing to do is to target them and then send them a message (or the other way around if you want) and ask if they're active or not. If they reply, advise them they should join with us... and if they refuse do to them what you want.
